Animals

Currently, title 3-7a-7 states that each county must maintain an animal shelter.  In some counties, the animal shelter has been sub-contracted out. I want to redefine the laws as followed:

• Shelters cannot be sub-contracted.

• Shelters will no longer be able to turn away citizens, or municipalities with under 5,000 residences, from accepting animals at large. 

• Shelters must also maintain an animal control vehicle to answer calls of service from the public.

                       

Spay and neuter policies:

• Pass and enforce a law requiring all cats and dogs to be spayed or neutered. Not complying will result in a citation. You will then have an adequate amount of time to spay or neuter your pet OR purchase a breeder’s license. Failure to comply will then result in a misdemeanor conviction.  

• Breeder’s licenses can be purchased if you choose not to spay or neuter.

• Operating a puppy mill will result in a Class B felony conviction.

• Vouchers will be offered (based on income) to help with the costs of spay and neuter. This aid will only be available for 2 years.
