Animals
Currently, title 3-7a-7 states that each county must maintain an animal shelter. In some counties, the animal shelter has been sub-contracted out. I want to redefine the laws as followed:

Shelters cannot be sub-contracted.

Shelters will no longer be able to turn away citizens, or municipalities with under 5,000 residences, from accepting animals at large.

Shelters must also maintain an animal control vehicle to answer calls of service from the public.
Spay and neuter policies:

Pass and enforce a law requiring all cats and dogs to be spayed or neutered. Not complying will result in a citation. You will then have an adequate amount of time to spay or neuter your pet OR purchase a breeder’s license. Failure to comply will then result in a misdemeanor conviction.

Breeder’s licenses can be purchased if you choose not to spay or neuter.

Operating a puppy mill will result in a Class B felony conviction.

Vouchers will be offered (based on income) to help with the costs of spay and neuter. This aid will only be available for 2 years.
